A report made by Finnish-German researchers is a comparative overview of youth participation in Germany and Finland. The project was launched in November 2007 as a bilateral cooperation initiative by the Finnish Ministry of Education and the German Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ). Youth participation and active citizenship are traditionally reported mainly in terms of membership in organizations. This report attempts to go beyond that. The researchers asked to what extent young people are able to engage in the planning of activities and how strong a voice they have in decision-making.

The final reports of parts 1 and 2 of a study partially funded by the EU concerning young people's living conditions. The coordinator for this project is Helena Helve.
